Duration of the project is 12 months Expected Starting Date: Immediate ESCAP provides a forum for its member States to promote regional cooperation and collective action in pursuit of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals, assisting countries to achieve shared economic growth and social equity. In addition, ESCAP gives stronger participation to the smaller and often left out voices of the region, the least developed countries (LDC), the small island developing States (SIDS) and landlocked developing States (LLDCs). ESCAP’s norm setting and policy work ultimately impacts people’s lives in a positive way by helping countries shape and implement a more balanced and inclusive development agenda for the region. ICT and Disaster Risk Reduction Division (IDD) The UNV will working in the ICT and Disaster Risk Reduction Division of ESCAP. This Division has three sections namely; ICT and Development Section (IDS); Disaster Risk Reduction Section (DRS); and Space Application Section (SAS). IDS’s mandate is to promote regional broadband connectivity in Asia and the Pacific region, as outlined by the Asia-Pacific Information Superhighway Master Plan. Required Degree Level: Bachelor degree or equivalent Education: Bachelor of Arts/Science in ICT, Economics, Business or related field. Required experience: 24 months Experience Remark: - Previous experience in managing ICT development projects; capacity building of stakeholders; research and data is a strong asset. - Experience in and understanding of Asia and the Pacific, with forus on LDCs, LLDCs and SIDS is highly regarded. Language Skills: English (mandatory), Level - Fluent Area of Expertise: - Other information and telecommunications technology experience (mandatory) - Disaster risk reduction (optional) - Resource mobilization, partnership and donor coordination (optional)

Under the direct supervision of the Chief of ICT and Development Section, ICT and Disaster Risk Reduction Division, ESCAP, the UN Volunteer will undertake the following tasks: - Act as focalpoint of the Asia-Pacific Information Superhighway (AP-IS) initiative within the subregion; - Liase and coordinate with subregional ESCAP member countries on the implementation of the AP-IS subregional plans; - Coordinate communications among ESCAP subregions, and ESCAP HQ in Bangkok, on issues pertaining to the implementation of the AP-IS master plan. - Call a subregional meeting to identify broadband connectivity issues (under the AP-IS four Pillars), when necessary. - Assist IDD with conducting of research, compile, process and present data on ICT for development in Asia-Pacific, including Countries with Special Needs (LDCs, LLDCs and SIDS) from the subregion; (read the full list of tasks here: https://www.unv.org/sites/default/files/special_calls/THAR000258.pdf)

The Volunteer Living Allowance (VLA) is paid at the end of each month to cover housing, utilities, transportation, communications and other basic needs. The VLA can be computed by applying the PostAdjustment Multiplier (PAM) to the VLA base rate of US$ 1,602. The VLA base rate is a global rate across the world, while the PAM is duty station/country-specific and fluctuates on a monthly basis according to the cost of living. Allowances provided are: - volunteer living allowance: a monthly allowance intended to cover basic living expenses - travel expenses: for travel to duty station upon appointment and for repatriation at the end of the assignment - settling-in-grant: a grant calculated on the duration of assignment, paid at the beginning of the assignment - insurances: life, health and permanent disability insurance - annual leave - resettlement allowance: calculated based on the duration of assignment, paid upon satisfactory completion of the assignment.
