Organizational Context & Project Description:
United Nations Population Fund (UNFPA) assistance to Vietnam began in the late 1970s. Within low middle-income country context, its Ninth Country Programme (CP9) for the period 2017-2021 is aligned with the objectives of the National Socio-Economic Development Plan 2016-2020 and the National Population and Reproductive Health Strategy (2011-2020), the Sustainable Development Goals (SDGs) and other normative frameworks that the Government has committed to. The programme aims at achieving universal access to sexual and reproductive health (SRH), particularly for young people,
addressing gender-based violence and harmful practices, strengthening data generation and analysis capacity, and evidence-based policy advocacy. Particularly, it addresses inequalities and emerging vulnerabilities, and ensures application of a human rights-based approach throughout the programme cycle.

Project Description:
Within the CP9, UNFPA supports the Ministry of Health (MOH) to develop appropriate evidence- and human rights based policies and guidelines to achieve universal access to HPV (Human Papillomavirus) vaccination amongst adolescent girls (to prevent cervical cancer) and modern contraceptives for young migrant workers. Key programme areas are: (ii) generating evidence (research); (ii) policy advocacy; (iii) policy development and (iv) service delivery (based on availability of the mobilized resources).

Under the direct supervision of sexual and reproductive health specialist, the UN Volunteer will undertake the following tasks:
- Provide support for the development of advocacy materials on SRH including HPV vaccinations for adolescent girls and modern contraception for young migrant workers.
- Provide inputs and participate in advocacy activities for the development of national programme on HPV vaccinations.

The VLA can be computed by applying the Post-Adjustment Multiplier (PAM) to the VLA base rate of US$1,282. The VLA base rate is a global rate, while the PAM is country-specific and fluctuates on a monthly basis according to the cost of living.

Allowances provided are:
- volunteer living allowance: a monthly allowance intended to cover basic living expenses
- travel expenses: for travel to duty station upon appointment and for repatriation at the end of the assignment
- settling-in-grant: a grant calculated on the duration of assignment, paid at the beginning of the assignment

UN Youth Volunteer in SDG Implementation and Development Dialogues Organization in Kyrgyzstan

The Kyrgyz Government has demonstrated full commitment to the implementation of SDGs and benefited from UN support to integrate the SDGs into upcoming strategic development cycle. Two important strategic processes have been launched in 2017 – in spring 2017 the President’s Office started the formulation of the new Country’s development vision - National Sustainable Development Strategy of the Kyrgyz Republic for 2018-2040 “Zhany Door” (New Epoch) has been developed followed by the wide national consultations process. The Strategy 2040 sets forth three main priorities: i) economic well-being of the people; ii) social welfare; and iii) security and favorable environment for lives of citizens. The newly appointed Prime Minister presented his Government Programme “Unity, Trust, Creation”. The Programme sets forth key development priorities for Kyrgyzstan in the implementation of 2040 strategy in the coming five years: transparent public administration, economic growth and human well-being.

The UN Volunteer will work within the UN RCO, located in UN House and will work/cooperate with all UN agencies continuously support assessing relevance and performance of policy initiatives seeking new opportunities to innovate and make more relevant the development dialogues. The UN Volunteer will work closely and support the UN SDG group on conducting policy dialogue with an aim to support evidence-based integrated policy formulation in Kyrgyzstan by providing a platform for discussion,
exchange of analyses and sharing international good practices on key development issues among government, development partners, civil society, academia and private sector.

UN Youth Volunteer in Youth Programming in Armenia

UNDP Country Office in Armenia is a well-established and growing office, with 80 staff and long-term project personnel, an approximate annual budget of $14 million, and a broad range of innovative partnerships. The three main areas of work are: democratic governance (including border management), energy and environment and sustainable local development. UNDP works very closely with the government at central and local level, and partners with a wide range of bilateral donors – Austria, EU, Germany, Russia, US, Switzerland, UK, as well as global and vertical funds, including being the first recipient of the Green Climate Fund funding in the region. In addition, the Country Office has become a global pioneer for UNDP’s partnerships with the IFIs and increasingly the private sector (through its Impact Investment platform).

In this context, the Country Office has launched the design of a number of new Youth programmes that will respond to the new government’s priorities and reflect the changes realities and self-perceptions of Armenia’s youth. These programmes will include, among others, the focus on creating a new generation of jobs and retraining in new skills for Armenia’s rural youth; boosting the creative and leadership potential of young men and women in the context of increasingly decentralized system of governance; linking youth initiatives to the most vibrant areas of economic activity – agriculture, IT and tourism – prioritized by the Programme of the new government.

The Global Sustainable Development Goals are very significant for the country, because for the first time in the history of the UN a comprehensive, global consultation process has generated a common vision for development until 2030. This commitment has been endorsed by all 193 UN member states, resulting in a universal vision of how the world should look like in 2030. The philosophy of the SDGs is that economic development must happen hand in hand with social protection and human rights, bringing vulnerable groups into the mainstream of development and leaving no one behind.

In September 2015, Uzbekistan along with other UN member-states supported the adoption of the 2030 Agenda for Sustainable Development. This demonstrates a strong commitment of Government of Uzbekistan to global measures to effectively implement the Sustainable Development Goals (SDGs). The Office of UN Resident Coordinator in the Republic of Uzbekistan (RC Office) inter alia serves to establish coordinated approach of UN Agencies to build coherent and effective partnerships, to plan and implement the UN joint advocacy and communication strategy, as well as to develop appropriate communication tools to promote the Sustainable Development Goals.

The UN Volunteer will support communications activities of the United Nations in Uzbekistan and will be actively engaged in promotion of the UN development agenda in Uzbekistan by supporting various outreach and advocacy activities.

In the Arab region (Middle East, North Africa, Gulf Peninsula and Horn of Africa), UNDP supports an expanding set of projects to build capacity of countries to adapt to climate change, make the transition to solar solutions and build the resilience on ecosystems. - Support the development of UNDP country projects in areas of climate change adaptation and disaster risk reduction to achieve SDG 13 and the national plans;
- Support the implementation of the new UNDP regional project on climate change in the Arab region to help countries implement SDG13 and the Paris Agreement on climate change;
- Support the development of regional policy briefs and knowledge products on climate change and other related matters, and provide support to regional dialogues on related topics.

UN Youth Volunteer on Programme Coordination, Monitoring and Evaluation in Uzbekistan

In September 2015, Uzbekistan along with other UN member-states supported the adoption of the 2030 Agenda for Sustainable Development. Currently, cooperation between UN agencies and the Republic of Uzbekistan is carried out under the United Nations Development Assistance Framework (UNDAF) for 2016-2020. Later, as a pathway towards achieving the SDGs and in support of UNDAF for 2016-2020, the country adopted its Development Action Strategy 2017-2021 in five priority areas which is formulated around conceptual issues for the socio-political, socio-economic, and cultural-humanitarian transformation of the country.

The International UNV Specialist on Programme Coordination, Monitoring and Evaluation will work in close collaboration with UN Coordination Analyst, UNCT and UNDAF Result Groups’ members, and other colleagues in UN Agencies to ensure successful implementation of obligations taken by UN within the
framework above-mentioned UN-Uzbekistan cooperation agreements.

Resident Coordinator and direct supervision of Head of RC Office, the International UN Youth Volunteer will undertake the following tasks:
- Participation in the work of UNDAF Results Groups and provide support for monitoring and evaluation within the context of the UNDAF Results Matrix, the UNDAF M&A Plan.
- Contribute in conduction of UNDAF annual review and preparation of high quality UNDAF Annual Report based on results of annual review;
- Assist in monitoring of all Joint/Collaborative programmes/initiatives of the UNCT and preparing periodic reports as necessary.
- Contribute to organizing UNDAF final evaluation activities;
- Contribute to organizing Common Country Assessment and formulating UN Vision 2030.
- Provide support in analysis and research of information on donors, preparation of information on donors’ programmes and strategies.

Allowances provided are:

UN Youth Volunteer in Reporting and Project Development in the State of Palestine

The United Nations Office on Drugs and Crime (UNODC) is a global leader in the fight against illicit drugs and international crime. Established in 1997, UNODC consists of the Drug Programme and the Crime Programme. UNODC has approximately 2,200 staff members worldwide. Its headquarters are in Vienna,
and it has 18 field offices as well as liaison offices in New York and Brussels. UNODC relies on voluntary contributions, mainly from governments for 90% of its budget. UNODC is aiming to implement its operational priorities through an integrated approach to counter drugs, crime and terror .

The UNODC Regional Office for the Middle East and North Africa (ROMENA) covers 18 countries, for a total of 80 staff members. UNODC Country Office in East Jerusalem has currently five staff members (3 national staffs, 2 international staff) and a portfolio of four different projects.

The UN Youth Volunteer will therefore be interacting with 1) judges and public prosecutors; 2) forensic doctors and forensic scientists; and 3) national counterparts (e.g. Ministry of Justice, Ministry of Interior, Ministry of Development and Social Affairs, and Ministry of Health). Constant communication and coordination between UN agencies will also allow the UN Youth Volunteer to deal with UN agencies tackling the issue of violence against
women as well as prison reform from complementary but different perspectives.

UN Volunteer Social Cohesion and Peacebuilding Analyst in Cambodia

The 1991 Paris Peace Agreement marked the end of decades of violence and civil war in Cambodia. UN supervised elections in 1993 heralded the introduction of multi-party democracy. After a period of powersharing, the Cambodian People’s Party has progressively consolidated its power following the 1998 elections and the adoption of the “win-win policy”. In the past decades, Cambodia has achieved impressive results in terms of economic growth recently achieving the status of Lower-Middle Income Country status. In sustaining rapid growth, Cambodia faces the challenges of a narrowly based economy and persisting disparities. In addition, competing interests have sometimes resulted in land disputes and environmental degradation.

The UN Volunteer will work in the Resident Coordinator Office and report to the Peace and Development Advisor (PDA). The UN priorities in Cambodia as per 2019-2023 UNDAF are: 1) expanding socio-economic opportunities; 2) promoting sustainable living; 3) managing urbanisation; and 4) promoting accountability
and participation. The 2030 Agenda and the Sustainable Development Goals (SDGs) are the main drivers for inclusive and sustainable development.

The UN Volunteer will work closely with the PDA, focusing on supporting and strengthening linkages and collaboration with civil society partners, universities and think tanks on issues related to social cohesion, peacebuilding and SDG 16. The UN Volunteer will also support the PDA in reviewing programmatic interventions led by UNDP and other UN agencies.

UN Volunteer Asia-Pacific Information Superhighway ICT Capacity Building Specialist in Thailand

ESCAP provides a forum for its member States to promote regional cooperation and collective action in pursuit of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals, assisting countries to achieve shared economic growth and social equity. In addition, ESCAP gives stronger participation to the smaller and often left out voices of the region, the least developed countries (LDC), the small island developing States (SIDS) and landlocked developing States (LLDCs).
ESCAP’s norm setting and policy work ultimately impacts people’s lives in a positive way by helping countries shape and implement a more balanced and inclusive development agenda for the region.

ICT and Disaster Risk Reduction Division (IDD)
The UNV will working in the ICT and Disaster Risk Reduction Division of ESCAP. This Division has three sections namely; ICT and Development Section (IDS); Disaster Risk Reduction Section (DRS); and Space Application Section (SAS).
IDS’s mandate is to promote regional broadband connectivity in Asia and the Pacific region, as outlined by the Asia-Pacific Information Superhighway Master Plan. UN Volunteer Programme Officer in Moldova

The UN Resident Coordinator is the designated representative of the UN Secretary-General for development activities and the team leader of the UN Country Team, which in Moldova it is composed of 18 resident and non-resident UN agencies. She/he assumes the overall responsibility for and coordination of the development activities of the UN carried out at country level.

Under the guidance and direct supervision of the Special Assistant to the Resident Coordinator, the UNV Programme Officer supports the RC Office and the UNCT to coordinate the work of the UN entities in Moldova with a focus on youth initiatives and volunteering, facilitates the implementation of the SDGs by encouraging and promoting volunteerism and muti-stakeholder partnerships, and assesses the legal and policy environment relating to volunteerism in the country.

The Resident Coordinator’s Office (RCO) comprises the posts of Peace and Development Advisor, Coordination Analyst, M&E Analyst, Communication Analyst, and Administrative Assistant. The RCO is placed within the UN House with proximity to other UN agencies.
